Big Bang IT Modernization? Not the right solution!

We at Allocore couldn’t agree more with outgoing VA CIO Kurt DelBene’s advice: Big bang IT modernization projects don’t work (https://lnkd.in/eb-u22K5). These massive overhauls often promise transformation but falter under their own weight, leading to delays, budget overruns, and unmet expectations.

So, what does work? The Small Business Administration (SBA) offers a compelling example. During the pandemic, the SBA faced unprecedented demands with the Paycheck Protection Program (PPP), disbursing over $800 billion in loans. Instead of pursuing a grand, all-at-once system overhaul, they implemented scalable, modular solutions:

  • Rapid Deployment: SBA created a direct borrower portal in just three months, streamlining forgiveness for millions of PPP loans.
  • Fraud Prevention: Leveraged advanced identity verification and cross-referencing tools like the Treasury’s Do Not Pay list, protecting billions of taxpayer dollars.
  • User-Centric Design: Enabled self-service options and automated processes, ensuring transparency, efficiency, and reduced reliance on third-party intermediaries.

This modular approach didn’t just handle the immediate crisis; it laid the groundwork for scalable, efficient, and secure operations moving forward.

The lesson? Success lies in focused, iterative modernization efforts that prioritize adaptability and user needs over sweeping, high-risk changes. Let’s embrace this blueprint for smarter government IT transformation!
